MINUTES OF THE FULL COUNCIL MEETING OF NORTH THORESBY, GRAINSBY AND WAITHE PARISH COUNCIL, HELD AT THE VILLAGE HALL, THE SQUARE, NORTH THORESBY AT 7.00PM ON MONDAY4TH NOVEMBER 2019.

PRESENT:

Councillor Buckenham. (Chairman)
Councillor Wright. (Vice Chairman)

Councillor Stone.

Also present:     Terry Aldridge. (East Lindsey District Council)

In Attendance    Zoe Snell.  (Clerk to the Parish Council)  

Councillor Buckenham declared   interest in the following. Development at High Street North Thoresby, regarding Section 106 information and response to remove Condition 11. Councillor Buckenham has been talking to the Council which has raised more information and showing concerns for the development.

Councillor Buckenham left the Meeting 19.05pm.

This has been noted and will be ongoing information gathering, and Councillor should return to the meeting.

Proposed 

As no member of the public wished to speak Councillor Buckenham returned to the meeting. 19.10

Public forum opened 7.10pm.

Member of the public asked if there were any funds in the playpark account to spend on the Park i.e. nets for the goals, this will also be raised at the 1940s Events meeting.

Member of the public was advised that this would be put on next months agenda.

It was also discussed that it would be good to have a Youth Club in the Village, this would need the support from parents to run it and DBS checks to be carried out. No offers from the public as yet. Councillor Fisher suggested we needed to be open and transparent to people as to how much help would be needed.

Member of the public raised the concerns of the speed of tractors going down Station Road while using their mobile phone, damage to a wall near North Thoresby Homecare shop was done by a tractor, a letter was sent to the Police at Holton Le Clay but no response as yet. It was suggested that the letter was resent and a copy to the Parish Office. More information is needed. Member of the public raised the Development in Old Plumtree Lane. Concerns regarding the damage vehicles will have to the unmade road, also not everyone has received all the correspondence regarding this application. Member of the public was advised it was on the agenda

3.Declarations of interest. Councillor Buckenham any points regarding Development on the High Street North Thoresby. Councillor Fisher owns a mobile catering van.

4.TO APPROVE THE MINUTES OF THE FULL COUNCIL MEETING HELD ON MONDAY 7TH OCTOBER AND THE EXTRAORDINARY FULL COUNCIL MEETING HELD ON THURSDAY 17TH OCTOBER 2019.Councillor correct name to be amended. It was resolved that the minutes for the Council meeting on the 7th October and 17th October 2019 are approved and a true record.

5.TO RECEIVE A REPORT FROM THE DISTRICT COUNCILLOR. Report received.

6. TO RECEIVE A REPORT FROM THE COUNTY COUNCILLOR.

Not in attendance.

7.PLANNING MATTERS.

N/133/01871/19.PLANNING PERMISSION-EXCAVATION OF LAND TO FORM A LAKE WITH ASSOCIATED BUNDING, SITING OF A STORAGE CONTAINER, ERECTION OF A LODGE BUILDING TO PROVIDE A BIRD WATCHING AREA, SUMMER HOUSE, HIDE, FIRE PIT AND W.CS, AND ERECTION OF6NO, POLE MOUNTED BAT BOXES TO THE MAXIMUM HEIGHT OF 4 METERS. THE PADDOCKS STATION ROAD, NORTH THORESBY. GRIMSBY.DN365QS. 

It was resolved.  Recommend for approval with a condition that it was ancillary to residential occupation of the Paddocks.

N/133/01843/19 PLANNING PERMISSION- ERECTION OF 1NO BUNGALOW AN CONSTRUCTION OF VEHICULAR ACCESS. LAND ADJOYING NO. 4 OLD PLUMTREE LANE NORTH THORESBY 

Recommended for refusal. On the grounds that information in the Design and Access Statement was incorrect and did not meet the requirement of Local Plan and was requested that it went for consideration by the Planning Committee instead of the delegated decision.

8. CHRISTMAS LIGHTS.

Resolved that the Christmas lights switch on be done by someone who has made a major contribution to the community. Robin Kelly was proposed and passed with unanimous vote.

Councillor Kuzemczak suggested switch on the Christmas Lights 22/21 November or 5th December. £70 available for refreshments,

Clerk to liase with Headteacher at North Thoresby Primary School, North Thoresby Events Team, and Caretaker. Lights to go on at 6pm. 

Full committee approval.

9.PROPOSAL FROM COUNCILLOR KUZEMCZAK TO CONSIDER FINANCIAL OPTIONS TO PROGRESS THE EXTENTION TO THE VILLAGE HALL.

RESOLVED:  Clark to look into repayment from Public Funds Board and report back to next meeting. Agreed to include side door in building works. 

10.PROPOSAL FROM COUNCILLOR BUCKENHAM TO DISCUSS PUBLISHING AN OPEN LETTER FROM THE COUNCIL EXPRESSING CONCERNS ABOUT DECISIONS AND ACTIONS BY ELDC PLANNING DEPARTMENT.

Resolved Proposal to be put on next Agenda 

11.PROPOSAL FROM COUNCILLOR BUCKENHAM TO DISCUSS A POLICY TO REQUEST THE PLANNING INSPECTORATE TO GRANT THE PARISH COUNCIL RULE 6 STATUS ON ANY INQUIRIES CONCERNING THE PARISH.

 Resolved to keep planning within the full council meeting for the present time

12.PROPOSAL FROM COUNCILLOR BUCKENHAM TO CONSIDER THAT THE PARISH COUNCIL DECLARE A CLIMATE EMERGENCY AND CONSIDER WAYS TO TAKE ACTION AND ENGAGE THE COMMUNITY.

Resolved Climate emergency declared and set up a working group. 

13. PROPOSAL FROM COUNCILLOR BUCKENHAM TO DISCUSS WAYS TO INCREASE THE COUNCILS MEDIA FOOTPRINT.

Resolved to gather further information.
