MINUTES OF FULL COUNCIL MEEING OF NORTH THORESBY, WAITHE AND GRAINSBY PARISH COUNCIL VILLAGE HALL.
THE SQUARE, NORTH THORESBY, GRIMSBY. AT 7PM MONDAY 2ND DECEMBER 2019.

1.WELCOME.

Cllr Buckenham opened meeting. 7pm.

2.  APOLOGIES WERE RECEIVED FROM.

3.TO RECEIVE DECLARATIONS OF INTEREST.

Cllr Buckenham declared an interest in development on High Street North Thoresby.

4.PUBLIC FORUM.

Cllr Buckenham reported that the pond at the development on the High Street had flooded and had affected the property next door. The development has now been surrounded by a high wooden fence. Cllr Buckenham left the meeting.  

Cllr Aldridge suggested contacting the Enforcement Office. 

Cllr Buckenham returned to the meeting.

Cllr Krawiec stated that we have bags and sand behind the village hall if needed for flooding.

Member of the public asked if the minutes could be in a bigger font so they could be seen on the notice board.

Member of the public asked if we had received his letter as his laptop had been compromised, he will send it again.

5.TO APPROVE THE MINUTES OF THE FULL COUNCIL MEETING HELD ON MONDAY 4TH NOVEMBER 2019.

Cllr Krawiec added wording on item 7. Planning, and wording on item 5. 

Resolved to adopt minutes, to include the above changes.

6.TO RECEIVE A REPORT FROM THE DISTRICT COUNCILLORS.

Cllr Smith ELDC now have a Planning Enforcement Officer. Section 106 will now be published.

7.TO RECEIVE A REPORT FROM THE COUNTY COUNCILLOR.

Not in attendance.

8. CHAIRMANS REPORT.
Update on Christmas switch on. A member of the public  has agreed to switch on the North Thoresby lights on 5/12/19 at 5pm.

Wreath laying went well. Information needs to be shared regarding this event next year to get more people to attend.

11/11/19 Cllr Buckenham visited the Chapel to introduce himself, and supported the school having a service in the square.

Facebook Events Association, Claire Cooper has Facebook page and will link together to reclaim 600 people from last page.

Microsoft Team is being trialled to make communication more simple, will report as it moves forward.

Cllr Fisher could not access file and was advised how it could be accessed. 

Newsletter is due out now.

Cllr Buckenham is going to attend Tetney Parish Council meeting in January regarding the Planning Application for Second Holme Farm. Anglian Water will also be at the meeting and will ask about their 5 year plan.

Cllr Buckenham passed information to 1940s committee regarding Climate Change and has visited other groups to increase Parish Council visibility.

Cllr Buckenham also reported that Plumtree Land has no delegated decision.

9.PLANNING MATTERS.

APPLICATION REFERENCE N/061/02062/19 HAS BEEN RECEIVED ND IS NOW BEING CONSIDERED. YOUR OBSERVATIONS ARE REQUESTED NO LATER THAN 3/12/2019.

PLANNING PERMISSION – CHANGE OF USE OF LAND FOR THE SITING OF CARAVANS, PROVISION OF CAR PARKING, CONSTRUCTION OF INTERNAL ROAD, CONSTRUCTION OF VEHICULAR ACCESS, AND EXISTING VEHICULAR ACCESS TO BE PERMANENTLY BLOCKED UP.

SECOND HOLME FARM, GRAINSBY LANE, (WITHIN THE PARISH OF GRAINSBY) TETNEY, GRIMSBY. DN365JP.

Cllr Fisher commented that water, drainage and flooding an issue due to river and dyke.

Cllr Stone commented that due to the Reservoir lowered water table levels a pipe was put in to supply houses. There are Blow Wells in the area causing field flooding, exit is dangerous and no path making walking from and too development dangerous.

Cllr Buckenham will look at BGS website and look at Blow Wells in the area. 

Recommend Refusal of development at Second Holme Farm. Cllr Krawiec will word response to send to planning.

10. HEAD OF PLANNING TO BE INVITED TO A FUTURE PARISH COUNCIL MEETING.

Agreed to invite Planning to future meeting, perhaps the AGM in May, and Planning Enforcement to do a small presentation, Q & A. Parish Clerk to invite to future meeting.

11. TO CONSIDER ANY INFORMATION RECEIVED FROM PWLB AND REVISE PLANS FOR EXTENSION TO VILLAGE HALL.

Deferred to next meeting.

12.FUNDING FOR PLAY PARK.

Cllr Knight gave key to Play Park bins to Cllr Buckenham to give to Dave Bedlow so he can empty bins. A meeting will be held in the spring and will apply for funding from Events Committee.

13.TO CONSIDER PURCHASE OF LARGE TV SCREEN FOR COMMITTEE ROOM.

Discussed what the TV will be used for, maximise the use of the hall increase revenue, maximise planning applications on screen. Large TV would be better plus installation, wall mount junction box, 65inch screen costs around £499 maximum budget £700. 

Proposed and agreed.

14. TO RESOLVE PURCHASE OF TABLES FOR VILLAGE HALL UP TO £250.

Clerk to write replace, return tables as they are needed for an event on 18th January.

15.TO RECEIVE DRAFT BUDGET 2020/2021.

Draft Budget deferred to next meeting January.

16. TO FOLLOW UP EXTENSION GRANT. 

Review existing plans.

17. PRECEPT TIMETABLE.

RESOLVED:  Prepare and discuss at January meeting.

18. REPORT FROM PARISH CLERK.

Updated.

19. APPROVE PAYMENTS FOR NOVEMBER.

RESOLVED: Approved and signed.

20. PURCHASE AND FIT WAITHE PARISH COUNCIL NOTICE BOARD.

Agreed to get 3 quotes for A2 external wood notice board.

Meeting closed 9.10. pm.
