NORTH THORESBY GRAINSBY AND WAITHE PARISH COINCIL MEETING 

MONDAY 1st March 2021, 7PM. VIA ZOOM.

01/03/21. Apologies. None.

02/03/21.Declarations. None.

03/03/21. Agree minutes from February meeting. All agreed. Resolved.

04/03/21. Open forum. No members of the public attended.

05/03/21. Roisin Mullee speaker from the Office of the Police and Crime Commission.

Roisin Mullee is part of 4 coordinators, and represents East Lindsey. We were informed that we could join Speedwatch for advice and support and signage, stickers regarding speeding in the village. They will support volunteers; information will go to the police and letters will be sent by the police to offenders warning about speeding. Roisin will feed back our concerns raised. Once able Roisin will be visiting councils. David Mitchell is the speedwatch trainer, all training is done over Zoom at the moment.

06/03/21.Nothing to report by Cllr Aldridge.

07/03/21. Planning application, Appeal application APP/D2510/D/21/3267893. All original comments will be sent to the Planning inspector to consider. Nothing further needs to be done by Parish Council.

08/03/21. Clerks report sent to Cllrs. Point raised regarding the 2 vacancies we now have within the Council. It would be nice if we could fill one with a resident from Grainsy to represent the village. 

09/03/21. Complaint regarding the Bottle Bank at the rear of the Village hall.  Clerk to write to Council to see a copy of legal siting and compliance, ask for proposed sites put forward by resident to be considered and seek permission from land owners by ELDC, prior to Parish Council surveying the residents for comments regarding the possibility of moving the bottle bank and feedback our findings to ELDC. Resolved.

10/03/21.Propose quotes for ceilings in Village hall. Cllr Wyatt to work with Clerk to seek quotes. Resolved.

11/03/21. To adopt Vexation Policy. Resolved.

12/03/21.Residents email regarding dog mess. Clerk has purchased and placed signs around areas in question, to remind dog owners.

13/03/21, Agree to set up an annual Direct Debit for green bin waste. Resolved.

Orders Suspended by the Chairman due to Cllr Marfleet joining the meeting and updated council.

Looking forward to Wednesday and the Chancellors comments on Pothole fund needed for road repairs. York have added sensors to their waste lorries to scan the condition of the roads on a weekly basis. Wiltshire also installed it however there was an increase in claims due to pothole damage. Pothole claims cost around £300-500 000 in total.

Cllr Marfleet will look into the latest regarding the resurfacing of Ludborough Road, Councillors expressed its severe condition and the need for urgent resurfacing required which has been an ongoing issue and continues to degrade.

Council asked if 30mph could be painted on Station Road, Cllr Marfleet felt is too expensive, however he will look into this.

14/03/21. Proposal from Cllr Wyatt regarding Digital newsletter. Due to nothing going on in the village at the moment due to Covid and not being allowed to post a newsletter through letter boxes, the parish have not updated since prior to Christmas, it is hoped to produce a newsletter soon dependent on the opening road map following on from Covid.  Agree to review at May meeting. Resolved.

15/03/21. Cllr Fisher has confirmed the Crepe van was a great success and will return on the 13th March 12-7pm. He will inform Ian Wright who will inform the Covid Community Support Group with regards to the possible ques of people waiting to use the facility.

16/03/21. Agree to purchase a new vacume cleaner for the village hall. Resolved.

17/03/21. Agree payments. Resolved.

18/03/21. Discussed Grass cutting tenders. Defer to next month. Resolved.
