You are hereby summoned to attend an ordinary meeting of North Thoresby Parish Council, which will be held in North Thoresby Village Hall on Monday 7TH of October 2024, commencing at 7.00pm

Meetings are open to the public by virtue of the Public Bodies Admissions to Meetings Act 1960 section 1 unless the presence is prejudicial to the public interest (section 2). Members of the public wishing to speak during the Open Forum are asked to contact the Clerk in advance of the meeting if possible.

1.    Chair’s Welcome
a)    The meeting may be recorded.

c)    To remind the members of the public that the meeting is a PC meeting held in public and not a public meeting

2.    Apologies for Absence

3.    Declarations of Interest
a)    To record declarations of interest by any member of the council in respect of the agenda items listed below.  Members declaring interests should identify the agenda item and type of interest being declared.

4.    Approval of Previous Minutes
a)    For the council to consider approving the draft ordinary minutes dated the 2nd of September 2024.

5.    Public Open Forum – 30 Minutes
Members of the public can ask questions or make short statements to the council. Open Forum shall not exceed 30 minutes unless directed by the Chair.

c)    One Freedom of Information Request has been received – PC has complied with the request and the matter is now closed
d)    Two wreaths for Remembrance Day have been purchased and will be delivered to the Chairman.

10.    Finance Matters:
a)    To inform the council that Jill Davis has been approved as an inputter for Unity Trust Bank

a)    Planning Permission – N/133/01254/24. Alterations to existing dwelling to convert existing integral garage to additional living accommodation and erection of a detached double garage. Date for comments 15/10/2024. MARFLEETS, LUDBOROUGH ROAD, NORTH THORESBY, GRIMSBY, DN36 5RF.
b)    Planning Permission - N/133/01255/24. Change of use of existing store building to provide 2no. holiday cottages and the siting of 1no. secure container. Date for Comments 18/10/2024. LAND REAR OF MICKLEMORE HOUSE, MAIN ROAD, NORTH THORESBY (Deferred from the September PC meeting)
c)    Planning Permission - N/133/01215/24. Erection of a storage building, excavation of land to form an extension to the existing pond and bunding to a maximum height of 1.5m on the site of existing stables which are to be demolished. Date for Comments 15/11/2024. LAND NORTH OF MEADOW COTTAGE, CHURCH LANE, NORTH THORESBY.
d)    Planning Decision – N/133/00720/24. ROBINSONS LANE, NORTH THORESBY, GRIMSBY, DN36 5QY. Full Planning permission Granted. Council to Note.

12.    Administration Matters:
a)    For the council to consider approving the draft Grants Policy
b)    For the council to consider approving the draft Keyholder Policy
c)    For the council to approve/adopt the LGA Code of Conduct

13.    Outstanding Projects:
For the Parish Council to consider any actions relating to item 13.

14.    Village Hall Matters/ Village Matters:
a)    To ratify that the Live and Local Event on the 5th of October was a PC Sponsored Event
b)    To update the council with the Live and Local Event that took place on the 5th of October
c)    For the council to consider a Councillor to be mandated to have the responsibility for the next event – as the PC is now the sponsor.
d)    For the council to consider investigating who owns the land at the play park (Cllr Willerton)
e)    For Cllr Orrill to update the council with the Fire Risk Assessment 
f)    For the clerk to inform the council of the reply from Highways concerning weight restrictions on the roads in the parish
g)    For the clerk to inform the council of the reply from Highways concerning speeding problems in the parish
h)    For the council to consider any actions from the information concerning Community Speed Watch supplied (hand held devices)
i)    For the council to consider the instigation/update the Parish Emergency Plan
