MINUTES OF THE FULL COUNCIL MEETINGOF NORTH THORESBY, GRAINSBY AND WAITHE PARISH COUNCIL, HELD AT THE VILLAGE HALL NORTH THORESBY AT 7PM MONDAY 3rd FEBRUARY 2020.

In attendance. Zoe Snell (Clerk to the Parish Council)

1.CHAIRMAN’S WELCOME.

Cllr Buckenham opened the Parish Council meeting.

2.RECEIVE APOLOGIES FOR ABSENCE.

Cllr Smith, has been held up will join the meeting later.

3.TO RECEIVE DECLARATIONS OF INTEREST.

Cllr Buckenham, High Street development.

4.TO NOTE DISPENSATIONS GIVEN TO ANY MEMBER OF COUNCIL. Advice taken from LALC, dispensation given to Cllr Buckenham     was carried out correctly, due to the interest he has as a member of the public regarding the development of High Street North Thoresby. It was agreed that Cllr Buckenham would not vote on the planning matter.

5.PUBLIC FORUM. 

A member of the public commented on the support the Parish Council had given her regarding a neighbour’s planning application. Plans have been amended although it was felt that  information was lacking regarding height dimensions of roof.

6.TO APPROVE THE MINUTES OF THE FULL COUNCIL MEETING: HELD ON MONDAY 2nd DECEMBER 2019.

Approved, minutes signed as accurate.

7. TO RECEIVE A REPORT FROM THE DISTRICT COUNCILLOR(S).

Not in attendance.

8.TO RECEIVE A REPORT FROM THE COUNTY COUNCILLOR.

Cllr Smith joined the meeting at 7.57pm

9.CHAIRMANS REPORT.

Cllr Buckenham reported that the Village Hall Day was very interesting.Clerk to contact Lives regarding the Defibrillator, maintenance, training and if it accommodates children.Clerk to contact CCTV company to find out how it works should the Police need access and to get it serviced.Ansvar could be considered regarding insurance when existing is due for renewal.

PC to consider a Good Neighbours Scheme, members of the public to help elderly and vulnerable people in need.

Cllr Buckenham had interesting information regarding an Energy Advice Booklet and will put information on our Facebook page.

Anglian Water are closing the High Street in February and has concerns regarding the re route of traffic along Ludborough Road particularly due to the pot holes.

The TV for the committee rom has increased in price, an account with Curry’s can be opened, Clerk to look into this when banking access has been completed.

10.CLERKS REPORT.

We have had advise regarding dispensation for Cllr Buckenham and we have carried this out correctly. Signs in Station Road are planned to be changed in March as the same team do the pot holes and are very busy. Reported condition of Ludborough Road, no reply as yet. Waiting a reply regarding Old Fleet Drain.

11.PLANNING.

LIBRA DEVELOPMENTS N/133/01856/18. PRESENTATION TO PLANNING COMMITTEE AT TEDDER HALL ON 06/02/2020. CONSIDER ACTION TO TAKE REGARDING PLANNING APPLICATION N/133/01661/19 LAND NORTH OF HIGH STREET NORTH THORESBY. 

This was scheduled to go before the committee in February. Cllr Buckenham has spoken to Mr Edwards, who wants to remove condition 11 and change the SUDS basin, Cllr Buckenham pointed out to Mr Edwards that condition 4 did not allow changing the basin and there is no new drainage strategy.

 Shortly after their conversation it was reported that there was a possibility of endangered species on the site and the decision was put back to March. Cllr Buckenham has asked for the PAD meeting minutes regarding this application, as a resident has suffered flooding as a result of it overflowing. A letter of complaint re clarity and transparency of process, which will be drafted for consideration. 

12.CONSIDER AND VOTE ON FORMAL LETTER OF COMPLAINT REGARDING DECISION ON PLANNING APPLICATION N/133/01843/19.

A letter of complaint will be sent and point out which parts of the constitution have been breached. Cllr Smith advised that the Parish Council need to comment even if comments are not changed.

Cllr Smith joined the meeting at 7.57pm.

13.ADOPTION OF CO-OPTION POLICY.  

Guidance needed to co-opt applicant onto Parish Council, transparency is important and criteria needs to be met. Clerk to contact Katrina. Invite interested member of the public to next meeting.

14.CONSIDER NOTICE BOARD AT HALF WAY HOUSE AND LINK EVENTS AND COUNCIL MATTER TOGETHER.

Clerk to get quote for A3/A2 notice board with opening doors and key. To link events and council matters together so more members of the public have the information.

15.TO CONSIDER THE PURCHASE OF A TABLET FOR THE VILLAGE CARETAKER COST £200.

APPROVED.

16 .PROPOSAL TO ASK NORTH THORESBY SURGERY TO PLACE A POLITE NOTICE TO PATIENTS ASKING THEM TO PARK CONSIDERATLY AND REFRAIN FROM OBSTRUCTING RESIDENCE DRIVES.

Agreed Clerk to send a letter to the surgery.

17.CONSIDER DISPOSING OF GAZEBO IN MARKS STORAGE CUPBOARD.

Has been disposed of.

18.CLOSED MEETING FOR DISCUSSION.

Discussion regarding updating paperwork.

19.AGREE PAYMENTS.   APPROVED.
