ZOOM PARISH MEETING 7TH JULY 2020.
Due to the Corona Virus our Parish meetings are being held via zoom.

1. CHAIRMANS WELCOME Cllr Wright welcomed everyone to the meeting.
2. APPOLOGIES.
Cllr sent an e mail apologising for not attending.
3. DECLARATIONS. None.
4. PUBLIC FORUM. No members of the public in attendance.
5.COOPTION.
Application from Andrew Whyatt was read out to be co-opted onto parish council. All 5 councillors voted in favour for Mr Whyatt to be co-opted. Paper work will be sent to be completed to comply with the co-option procedure.
Second applicant joined the meeting Rob Burnet. He read out his application to be co-opted onto the Parish Council, all 5 Councillors voted Mr Burnet onto the Parish Council, paperwork will be sent to be completed to comply with co-option procedure.
Cllr Whyatt and Cllr Burnet were welcomed by Cllr Wright to the North Thoresby Grainsby and Waithe Parish Council.
6. Planning application N/061/00908/20 The Gatehouse. Grainsby Lane. Cllr Stone would like to help this application due to it being an eco friendly built property by the previous owners and has very low running costs. Cllrs agreed were supportive of application and for ELDC to deal with it. All in favour.
Planning application N/133/00888/20 N/133/00722/19 Saffron Station Road, North Thoresby. No objections, all agreed.
Planning application N/133/02204/19. Prospect House. Station Road. This application went ELDC Planning and has been deferred until September/October until a site meeting can be arranged.
Planning Application. N/061/01049/20. Second Holme Farm. Grainsby Lane. North Thoresby Parish propose the request of an extension to gather information and discuss at the next council meeting on 3rd August 2020.
7. Discuss opening of play park, setting up a working group.
We need to take advise as to what needs to be done regarding signs and cleaning the equipment. Clerk to contact Zurich Insurance for advise on risk assessment. Playpark will not be open until risk assessments have been completed and checks inplace.
Working Group, we will try and engages members of the village to be part of a working group, Clerk to speak to Dave Bedlow , Little Ducklings and school. An inspection is being carried out on the 16th July, on the information given an Extraordinary meeting can be held to discuss the outcome and information gathered and way forward to reopen the Play park safely.
8. RoSPA are attending the Playpark for the annual inspection during August, they cannot give us a time or date.
9. Clerks update. Road signs on Station Road are still outstanding, I was informed they have been put on the list of works to be completed but no contact from ELDC. Clerk to send a letter to Highways stating our concerns and disappointment in the time this has taken. It is not acceptable and will present a formal complaint from NTPC and residents. Cllr Whyatt shared his frustration as to the length of time and lack of communication regarding this outstanding matter.
Risk assessment Village Hall. Clerk is attending a zoom meeting for guidance regarding the plans to re open the hall. The electric check was carried out but work needs to be done to the hall, 3 quotes will be required and work done as soon as possible. Agreed by all Councillors.
First aid box needs updating, A book to sign in and out for visitors and risk assessment all required.
It was agreed for a cheque to be signed for grass North Thoresby Football Club grass cutting.
Cllr Stone has the phone number to look at the costs for cleaning the hall roof.
10. Cheque has been banked for £35 for rent from Northern Power Grid substation.
11. Consider risk assessment for opening Village Hall, covered in Clerks report.
12. Agree payment. Approved.
