North Thoresby Parish Council meeting 6th April 2020 via messenger.

1.   All Councillors were in attendance.

2.   No declarations of interest.

It was agreed that due to the Resignation of Chairman Cllr Billy Buckenham, that Vice Chairman Sally Wright will step in for the foreseeable future. The Councillors thanked Cllr Wright.

3.This meeting was agreed to take place via messenger due to the Corona Virus Pandemic. Ian and Kitty Wright and Billy Buckenham have created an in-depth document regarding vulnerable people needing assistance in the Village supported by a list of volunteers to run errands, make phone calls and collect medication.

4.It was agreed that Parish Clerk would speak to the Bank to get additional signatures added.

During this time, it was agreed that delegated powers would be passed to the Parish Clerk (advised by LALC) and information passed to Councillors via e mail. Any decisions to be made in consultation with a minimum of 2 Councillors.

Face to face meetings cannot be held due to the Corona Virus restrictions, and therefore it was agreed that we would meet on a monthly basis to discuss matters arising,  advise regarding meetings is changing frequently due to the climate and again we are advised by LALC, Cllr Stone agreed that being able to hear the conversation on the phone was helpful and would continue to be involved in the meetings that way. Parish Clerk will also send any relevant paperwork by post to Cllr Stone, agreed that this was a good way to include Cllr Stone as he does not have a computer.

6.North Thoresby have gained a Grant to fund the repair of the War Memorial £350. This will be put into action as soon as possible.

8.Planning application Land at North Thoresby N/133/00103/20. Amendments have been made and another consultation will be sent out.

Sommerset House Station Road, drop kerb and parking granted.

9. Payments agreed and it is hoped that all the invoices will be paid by BACS. Parish Clerk to make payments.

Concerns regarding Old Fleet Drain have been raised my many members of the public, Cllr Stone is very informed regarding the history of the planning application. The Parish Clerk has made contact with Steve Ross at ELDC and has responded regarding further information.

It was agreed that the Grant applied for by Cllr Knight will be applied via North Thoresby Parish Clerk as North Thoresby Community Group does not have a bank account Parish Clerk arrange this with Daisy Fitzgerald.

Cllr Fisher would like to consider and add to the next meeting a discussion and a way forward regarding a safety barrier outside the Village Hall. Traffic calming possibilities along Station Road.

The resignation of Cllr Buckenham was discussed and everyone agreed that all on the Parish Council were deeply saddened that he had decided to leave, it was unanimous that perhaps in the future  Cllr Buckenham may consider returning as it was felt that he had built up a strong connection with the people in the village and a good leader.

Cllr Stone informed the meeting that a shed at a property in Grainsby, had been broken int, and he was also concerned that there are now a lot of walkers around taking exercise, and perhaps local Police could be more evident. It was agreed that Cllr Kuzemczak could put a warning on facebook.
