MINUTES OF THE FULL COUNCIL MEETINGOF NORTH THORESBY, GRAINSBY AND WAITHE PARISH COUNCIL, HELD AT THE VILLAGE HALL NORTH THORESBY AT 7PM MONDAY 2nd MARCH 2020.

1.CHAIRMAN’S WELCOME.
Cllr Buckenham opened the Parish Council meeting.
2.RECEIVE APOLOGIES FOR ABSENCE.
Cllr Kuzemczek is unwell.
Cllr Aldridge unable attend as he is at a meeting in Lincoln.
3.TO RECEIVE DECLARATIONS OF INTEREST.
Cllr Buckenham, High Street development. Declaration of interest.

5.PUBLIC FORUM.
Prospect House. Station Road. North Thoresby. Cllr Buckenham will be speaking at Manby Hall on Thursday 6th March in support of the member of public. Objection to lack of details on planning application, issues on boundary and correct height of fence. Cllr Smith felt that the plans are misleading, therefore the objection is due to lack of information. Cllr Smith questioned the necessity for the need of the building as it is overbearing to the properties either side, there are alternatives where it will only impact on Prospect House and not neighbours. It appears the fence to the front of the property has been extended but higher than on the original plans. Cllr Smith and Cllr Buckenham will speak on 6/03/20.
Members of the public spoke about no2 bungalows proposed at land High Street North Thoresby. Concerns regarding drainage into swayl for Lancaster Gardens, they pay £12 a month to Platform Housing ( Waterloo Housing) for maintenance of land and hedging.
Cllr Buckenham will look at original plans and maintenance fot Lancaster Gardens.
Concerns regarding windows overlooking existing properties, could ther be more planting.
If a drainage ditch is needed is applicant responsible?
There are good planting plans but more screening would help.
What is the parcel of land offered to Parish Council used for who would be responsible for upkeep.
CLERK TO REQUEST PUT BACK TO CONFIRM INFORMATION AND INVITE TO NEXT MEETING IN APRIL.
Cllr Stone was involved on the application for Lancaster Gardens and properties were altered to help which could be a consideration with this application.
Member of the public question why the minutes were not on the website, Cllr Buckenham explained that were aware but the website is being updated and minutes will be added as soon as possible.
6, TO APPROVE THE MINUTES OF THE FULL COUNCIL MEETING HELD ON MONDAY 3RD FEBRUARY 2020.
Minutes approved.
7.TO RECEIVE A REPORT FROM DISTRICT COUNCILLOR.
Cllr Aldridge not attending, however Cllr Smith reported that Cllr Aldridge has not received his Agenda and Minutes, Parish Clerk confirmed that they were sent, there were problems in the past when e mails were coming back but they did not this time. Cllr Smith will send e mail to check it is the correct one.
8. TO RECEIVE A REPORT FROM THE COUNTY COUNCILLOR.
Grant application to rennervate memorial plaque and add a shelter to the play park has been completed and given to Cllr Smith, North Thoresby PC are very grateful for this. Cllr Knight is getting quotes for a wooden structure.
9.CHAIRMANS REPORT.
Cllr Hugo`s report mentions that he is looking at roads in the county that need resurfacing. I was felt that White Road is also in very poor condition. Cllr Stone has looked at speed along White Road in the past, No HGV signs would benefit the traffic using the road as frequently 2 HGV`s pass and damage the verges.
LETTER TO BE SENT TO CLLR MARFLEET REGARDING THE CONDITION OF WHITE ROAD.
Cllr Aldridges brother passed away, a card has been sent from North Thoresby Parish Council.
Cllr Buckenham attended planning training matters, looked at neighbourhood plan MPPF and local plan government guidance. If CIL is adopted PC would get 15% funding. Cllr Smith noted that the first part would access what the area needs, what development is necessary, what we would and would not like within the parish. It would be a set of rules put together, what can be improved improved such as infrastructure. Horncastle website have a plan.
NTPC TO LOOK AT THEIR PLAN.
S106 officer could be invited to our AGM meeting .
Cllr Buckenham is attending a meeting with head teacher at North Thoresby Primary School to discuss grants to extend school.
Chair and Clerk training was very informative, we are on the right lines, a lot to do.
Bank account address to be changed.
Cllr Buckenham has been invited to the Methodist Church to chat and meet and greet. Also attended a meeting with Fulstow PC, similar issues as NT.
TV has reduced in price a Currys account is needed.
CLARK TO LOOK AT PURCHASING TV.
10. CLERKS REPORT.
Clarke updated Council. BT account now registered as business at Village Hall. We now have updated signatures and access to Lloyds Bank account. LALC registered and training can be booked through Clerk. Hand sanitiser added to Village hall and toilets. Chair and Clerk training very informative. CCTV serviced and can now access should Police need to. Contacted HLC and Tetney re Emegency Plan. Member of the public has kindly donated storage files and an Oak writing desk for the Parish Clerk use. In the meantime Cllr Knight has offered the desk a home for 6 weeks until and return to committee room or Clerks use.
11.PLANNING.
12.Second Holme Farm planning application has been refused.
13,Somerset House. Application for crossover. No objections.
14,Prospect House. Cllr Buckenham and Cllr Smith will be talking at Mamby Hall on 5th March 2020 Objecting to application.
15.Libara Developments. Cllr Buckenham will be speaking at Mamby Hall on 5/03/2020 objecting to condition 4. Open documents to agents do not appear on website when it is said they are. Information not given regarding the qualifications of the person who carried out the survey is not stated.
16. PROPOSE UPDATING COMMUNITY GRANT APPLICATION FORM ON PARISH COUNCIL WEBSITE.
Proposal to increase grant to £250 and change details and published on website. AGREED.
17.PROPOSAL FOR CELEBRATIONS FOR V.E.DAY 8TH MAY 2020.
Agreed to put on next agenda April with discussion around change of date to August.
18.PROPOSED TO JOIN LALC TRAINING SCHEME.
